- Is this a French modem? If it is the French Government requires
- blacklisting of calls that are BUSY or do not connect.
- I am unsure of the specifics of this but generally it's after
- 3 unsuccessful attempts. Usually the numbers are blacklisted
- for several minutes or until the power is removed from the
- modem.
